1.Background of the Project
Judiciary under spotlight” is a 36 months long project that will be implemented by a consortium of three partners-the Institute for Policy & Legal Studies (IPLS), the Open Society for Albania (OSFA) and the Center for Legal Empowerment (CLE)-and funded by the European Union in the framework of the “Civil Society Facility and Media Programme 2021” under IPA III/2022/441-466. The project seeks to empower Albanian CSOs to conduct monitoring and evaluation of the functioning of the Albanian judiciary in compliance with legal, procedural and best practice standards by endeavoring to achieve Monitoring exercise on judicial performance implemented in selected courts and judicial governing body providing analytical reports. Under this project, OSFA is seeking to recruit a Grant Manager to manage the sub-granting activities for CSOs. These activities will be implemented through a call for proposals, resulting in the awarding of four sub-grants aimed at supporting CSO projects focused on monitoring judicial performance in the following areas: access to justice and fair trial, judicial integrity, meritocracy in judicial careers, court transparency.
2. Duties and responsibilities:
The main duties include:
- Providing the necessary planning, guiding, coordinating, delivering and reporting on the progress of the sub-grant scheme implementation.
- Prepare the sub-granting scheme package for the project based on PRAG rules;
- Prepares, maintains and processes physical and electronic grant files;
- Closely monitor the implementation of the projects by grantees and conducting monitoring visits to the project beneficiaries of the sub-granting according to the monitoring plan.scheme
- Provides guidance on the implementation of procurement procedures for grantees/CSOs managing the grants issued by the project.
- Providing guidance and advising the grantees during the implementation of their projects on an as needed basis.
- In cooperation with other team members contributes to the drafting of progress/monitoring reports including the documentation of activities for the implementation of projects by grantees.
- In cooperation with the Finance Officer develops and oversees the financial management of the project.
3. Required Qualification and Competences:
3.1 General professional and technical skills:
University degree MA in legal studies or social sciences.
At least 5 years of relevant work experience in the field of grant management; Previous experience on EU projects would be considered an advantage.
Knowledge of procurement regulations, principles of procurement and contractual aspects (mandatory).
Coordination, negotiation skills and ability to get a point across clearly and precisely.
Excellent written and oral communication skills in English including the ability to prepare presentations and reports.
Very good theoretical knowledge of the judicial system, its functioning and its performance standards.
3.2 Other skills:
Ability to assess large amounts of information and provide feedback.
Effectively multi-task and deliver results under tight deadlines.
Strong analytical and interpersonal skills.
3.3 Language skills:
Excellent written and oral communication skills in English including the ability to prepare reports.
